Transparency and Political Action

EveryLibrary is registered as 501(c)4 social welfare organizations with the IRS. EveryLibrary is subject to limitations and disclosure requirements set forth by the IRS. EveryLibrary collects and maintains donor records in full compliance with the law and current regulation.

EveryLibrary is registered as 501(c)4 social welfare organizations with the IRS. While 501c4s are commonly called “political action committees”, they are designated in the IRS code as "Social Welfare Organizations" and are chartered as tax-exempt groups in the public interest or for the common good. EveryLibrary’s work is political because we advocate with voters for library revenue and authority ballot measures. Our work, however, is entirely non-partisan and never focuses on candidates for office at any level of government.


EveryLibrary is subject to limitations and disclosure requirements set forth by the IRS. In some cases, we are legally required by law to ask for employer information as per FEC regulations. EveryLibrary collects and maintains donor records in full compliance with the law and current regulation. Donor information is subject to disclosure to these agencies. We maintain both legal counsel and bookkeeping services to provide the required level of disclosure to state and federal agencies. EveryLibrary is entirely supported by individual and corporate donors. As an independent 501(c)4 we are generally ineligible for government grants (federal or state). We do not ask for or receive any funding from large grantmaking, philanthropic, or charitable organizations. As a donor-funded organization, we keep our overhead very low. To keep costs low, our staff and interns collaborate together in a paid co-working space in Brooklyn, NY., and across the country in a “virtual office environment” that has few fixed expenses. Our office environment is supported by G-Suite. Nation Builder hosts our public-facing web pages. We utilize PayPal, Stripe, and Act Blue for 3rd party donation processors.

Mailing Lists and Privacy Policies

EveryLibrary uses multiple third-party services to communicate with donors and supporters. As a registered user, EveryLibrary complies with posted privacy policies for opt-in and subscriber communications. Likewise, EveryLibrary maintains accounts on several third-party social media sites such as Facebook, Twitter, Tumblr, and Pinterest. As a registered user of those sites we comply with relevant privacy policies therein. Please see each site for more information.

990s and Financial Records

Our donors have always expected a high level of transparency from EveryLibrary. We are proud to be one of a handful of national political action committees that encourages our donors to self-disclose. We voluntarily provide our financial disclosure information to GuideStar, one of the largest information clearinghouses about nonprofit financials in the country, where we currently hold a “Gold Rate ” certification. EveryLibrary is in compliance with current federal law and regulation concerning 501(c)4 social welfare organizations and is in compliance with reporting to the State of Illinois, where we are chartered.
